it would if it had been plaoed four feet below the surface Tbe pipe will probably freeze He moved as an amendment to Cgunoilman Cook's motion tbat tbe pipe be relaid before being paid for and before the water is let on This elio-ited considerable discussion in whioh Messrs Cook Curtis Whipple Yale Beatty and others participated The amendment was adopted by a rising vote Mr John 8 Blake wished to
